Memoriav was founded as an association on 1 December, 1995 by the following institutions:

STRUCTURAL PHASE

On 9 June 1997, the Federal Council decided to support Memoriav between 1998-2001 with an annual contribution of CHF 1.8 million. Kurt Deggeller was named director and the administrative office was set up.

At the beginning of July 2001, the Federal Council increased its contribution to CHF 3 million for the period of 2002-2005. Memoriav’s project activities were expanded.

Legal foundation and Mandate

On 16 December, 2005, Parliament passed a federal law on the distribution of financial help to Memoriav. A global credit of CHF 11.7 million was approved by federal decision for the period 2006-2009. The federal law took effect on 1 May, 2006.
On 1 June, 2006, Memoriav and the Federal Office for Culture concluded a service contract for 2006-2009.

On 8 December, 2009, a global credit of CHF 12.8 million was approved by federal decision for the period 2010-2013.
A new service contract for 2010-2013 with the Federal Office for Culture was concluded in march 2010.
